windows server 2008 hangs at "shutting down"
We have five windows server 2008 boxes (x86) that are not part of the domain due to the software that runs on them. They are all hanging at the shutting down message whenever they are shutdown or rebooted. when I run a shutdown -r -f -t 0 on
them, they do cleanly reboot. Any way I can determine if there is a particular service or process that is hanging during the shutdown phase?

Most of the time, AV client installed on the server's cause such issues; there could be other reasons as well
You can narrow down the issues using clean boot menthod

Do you mean your Windows 2008 Server do cleanly reboot with shutdown f switch but hang if run shutdown /r /t 0 ( without f switch) command? Have you find any related event log?
Parameter f means force running applications to close.
Start your server into safe mode, check whether the server can shutdown normally. If answer is yes, disable all non-Microsoft services through Msconfig.exe.
